ABOUT US
The European Union Agency for the Space Programme (EUSPA) provides safe and secure European satellite navigation services, advances the commercialization of Galileo, the European Geostationary Navigation Overlay Service (EGNOS), and Copernicus data and services, engages in secure SATCOM (GOVSATCOM & IRIS²), and operates the Space Surveillance and Tracking (SST) Front Desk. Through these projects, EUSPA enhances European autonomy in space technologies, fosters innovation and creativity, supports European transport net and agriculture, all while contributing to the economic growth and health of the European Union.
The current vacancy will offer an opportunity to work in the Engineering Department which ensures the Agency’s technical leadership on all matters related to system infrastructure, service, and security engineering, and acts as the Engineering Centre of Competence. The Department is responsible for ensuring the robustness and security of the systems in operations, for developing the infrastructure of the EUSPA service facilities, for providing the operations and service requirements to new system developments, and for engineering new services and their receivers that ensure the wide usage of EU Space data. The Department interfaces the European Space Agency as design authority of EGNOS and Galileo, and with other stakeholders in the Industry in charge of the evolution of the systems in operation and of the service facilities (the Industry).
The position is linked to EU GOVSATCOM programme which aims to optimise the use of existing satellite communication capacity for governmental users, based on pooling and sharing of available national and private EU satellite communication resources through the GOVSATCOM Hub. The GOVSATCOM Hub will also manage the services to the governmental users of the new Union Secure Connectivity Programme, which aims at deploying an EU satellite constellation: ‘IRIS²’ (Infrastructure for Resilience, Interconnectivity and Security by Satellite).
The Engineering staff are located in several sites and offices (Prague/Czech Republic, Saint-Germain-en-Laye/France, Toulouse/France, Noordwijk/the Netherlands, Torrejon de Ardoz/Spain). The current vacancy requires permanent relocation to the Agency’s headquarters in the heart of Europe – Prague.
WHAT YOU CAN EXPECT TO DO
We are looking to recruit a Secure Satellite Telecommunications Expert who will be assigned to build the European space-based secure communications system, and to ensure that the secure communications infrastructures developed by the Industry are in line with the technical, operational and security requirements placed by the Agency.
The jobholder will have the following main tasks and responsibilities:
Understand and assimilate the applicable service, security and cyber requirements and translate them into a relevant system and ground infrastructure technical baseline;
Ensure the provision of the applicable requirements for the procurement contracts for the infrastructure;
Coordinate and oversee the Secured Communications Infrastructure design, development and AIT/AIV (Assembly, Integration, Validation and Test) activities carried out by the Industry;ensure that the infrastructures delivered by the industry are in compliance with the system, technical, operational and security requirements placed by the Agency;
Verify technical implementation, establish and manage the compliance of built infrastructure with the implementation requirements;
Coordinate the assessment of future evolutions of the secure communications services and ground infrastructure;
Coordinate the work of contractors/advisors supporting the above activities;
Manage internal reporting, and reporting to stakeholders on the status and progress of the activities;
Liaise with other departments, notably in the area of Administration and Operations, to ensure the execution of related corporate tasks, such as planning, reporting, auditing, administration, financial & budget management, risk management.
WHAT WE ARE LOOKING FOR
Professional experience and expertise
Experience in telecommunication infrastructures, in particular for space-based SATCOM;
Experience in service provision of telecommunication/SATCOM;
Good knowledge (by training or experience) of secured communication protocols and technologies;
Experience in the technical management of procurement contracts with the industry and/or subcontractors;
Excellent command of both written and spoken English;
Required competencies
