Northrop Grumman Microelectronics Center (NGMC) of Northrop Grumman Mission Systems is seeking an exceptionally talented, motivated, and creative Capital Project and Foundry Improvement Manager will be responsible for technical and management activities associated with foundry semiconductor equipment engineering.

Advanced Technology Lab (ATL) – located outside of Baltimore, Maryland – where we design, manufacture, and test semiconductor products for internal and commercial production customers as well as emerging technology programs. Northrop Grumman’s ATL semiconductor foundry is a unique capability supporting a range of production microelectronic devices (Silicon, Gallium Arsenide, Gallium Nitride, and Silicon Carbide) and providing leading edge technology development in Superconducting Electronics and SLCFET. Our devices enable several Northrop Grumman’s ground-based radars, avionic radars, and space systems.

Our multidisciplinary foundry team enables activities from development to sustainment process engineering. ATL is responsible for all aspects of semiconductor technology including design, mask making, wafer fabrication, test, and assembly. The candidate must be a strong team participant, have excellent communication skills, and be resourceful and multi-talented. A strong understanding of semiconductor technology and microelectronic process engineering is essential.

Job Summary:

The position of Capital Project and Foundry Improvement Manager, reports directly to the Senior manager of ATL.

Do you enjoy managing a portfolio of projects, along with mentoring and coaching others? If so, Northrop Grumman Mission Systems is seeking you to work at our Advanced Technology Lab (ATL) located outside of Baltimore, Maryland, MD manufacturing site.

We’re hiring a Capital Project Manager to support the business for end-to-end major capital project implementation and project results that achieve business objectives, while complying with standard work practices. You will partner with various stakeholders such as technology, maintenance, and operations as well as Global Supply Chain to bring maximum value to the business through effective leadership of cost and capital project planning and implementation process. Additionally, you will work directly with the vendors/OEM to establish support and service contracts to cover the operation of the capital equipment.

Responsibilities:

Translate business objectives into the capital project objective
Manage a portfolio of projects
Ensures all non-capital alternatives to meet the business objectives have been evaluated
Organizes and leads the capex projects you’re assigned to by adhering to the project management life cycle by working with the Project Team members for acquiring and releasing project resources as needed during the life of the project, along with ensuring accurate execution of project cost and schedule
Establishes effective communications within the Project Team to ensure alignment among business objectives, project objectives, and the basis of design
Leads the development of the roles and responsibilities definitions for the project and ensure each functional team member understands their role and deliverables
Manages overall project expenditures and schedule to meet business expectations
Clearly sets overall Project Team direction and expectation
Interface with plant and the Corporate Capital Project Leadership Team and the Business Capital Planning Manager
Drives capital project work processes and practices as described in the Grace standards (GPM Manual)
Coordinate with Global Supply Chain (GSC) to negotiate service contracts with OEM and 3rd party vendors
Oversee the execution of existing service contracts and ensure the vendor meets all contractual requirements.
Coordinate with key stakeholders to implement necessary changes within the organization, with primary objectives to improve equipment safety, equipment uptime, and process capabilities.
Lead tool down escalation for tools under service contracts. Be the liaison between ATL Ops, process engineering and vendors.
Lead a team to analyze available equipment data and identify opportunities to improve equipment uptime.
Coordinate with key stakeholders to implement necessary changes within the organization, with primary objectives to improve equipment safety, equipment uptime, and process capabilities.
Implement industry standard KPIs, such as M-ratio, uptime% and PM success rate.
Ensures data is accurate and meets deadlines prior to initiating detailed design

Basic Qualifications:

Bachelors degree in Chemical, Mechanical or Electrical engineering with 8 years of experience in Project Management in a manufacturing and/or petrochemical industry; Masters with 6 years
Experience with project management software to control scope, schedule and budget.
Self-managing, proactive
Strong verbal and written communications skills
Excellent teamwork and ability to work across business functions
Proven skills/experience building high performing cross-functional teams and culture to achieve operational excellence and meet the expectations of internal customers/stakeholders
Ability to prioritize and multi-task when there are competing demands on you and the team
Ability to formulate, communicate and execute complex project plans and initiatives
Strong business and financial acumen
US Citizenship required
Currently holding a Top Secret (TS) SCI with poly clearance

Preferred Qualifications:

SAP
Project Management Professional (PMP) certification
Process Safety Management (PSM) experience
Proficient in MS Project
Experience utilizing the Front-end loading method of project development

Salary Range: $145,000.00 – $217,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
